This web service contains the function to auto generate permit number for the organisation's pattern.

  Receives RequestInfo class object who contains required information to generate Fine number,In return it will send ResponseInfo class object which will tell whether an operation is successfull ,if not it will return errorCode and errorMessage and for successful it will also return the Fine number generated
